Beginning in 1949, the West German government under Adenauer dramatically reversed the denazification policies of the immediate postwar period, initiating a new Vergangenheitspolitik ('policy for the past'). Amnesty laws for Nazi officials were passed, dismissed civil servants were reinstated, and war criminals condemned by the Allies were released following popular outcry, and Adenauer's West Germany (1949–1963) granted legislative amnesties in 1949 and 1954, reintegrated officials purged in denazification, campaigned for clemency for Nazi war criminals convicted by Allied tribunals, and showed persistent political reluctance to prosecute.
Norbert Frei's landmark study examines this "politics of the past" that shaped post-war German memory and demonstrates that the legal and political debates about amnesty for former Nazis played a central role in shaping the new republic.
