The English-language edition of the report submitted by the international Commission of Historians designated to establish the military service of Lt. Kurt Waldheim, delivered February 8, 1988, to Austrian Federal Chancellor Dr. Franz Vranitzky.
The 200-page report found 'no proof' that Waldheim personally took part in war crimes, but charged that the Austrian president (and former UN Secretary-General) had concealed and 'even lied' about his wartime activities, and concluded that he had been 'in close proximity to some Nazi atrocities, knew they were going on and made no attempt to stop them.' המהדורה באנגלית של הדוח שהוגש בידי הוועדה הבינלאומית של היסטוריונים שמונתה לברר את שירותו הצבאי של סגן קורט ולדהיים, ונמסר ב-8 בפברואר 1988 לקנצלר הפדרלי האוסטרי ד"ר פרנץ ורניצקי.
הדוח, בן 200 העמודים, לא מצא "שום הוכחה" לכך שוולדהיים עצמו נטל חלק בפשעי מלחמה, אך טען כי נשיא אוסטריה (ולשעבר מזכ"ל האו"ם) הסתיר ו"אף שיקר" בנוגע לפעילותו בתקופת המלחמה, וקבע כי היה "בקרבה הדוקה לזוועות נאציות מסוימות, ידע כי הן מתרחשות ולא עשה דבר כדי לעצור אותן". מקור תיעודי ראשוני על "פרשת ולדהיים".
