Kurt Waldheim served two terms as United Nations Secretary-General (1972–1981) before his concealed wartime service in the Wehrmacht in the Balkans, including involvement in deportations and anti-partisan operations, was fully exposed during his 1986 Austrian presidential campaign. Shirley Hazzard, novelist and former UN staffer who worked at the United Nations for ten years, uses the Waldheim scandal to expose the broader moral and political failings of the United Nations.
The book alleges that senior international diplomats were aware of Waldheim's Nazi past yet allowed him to rise to the organisation's highest office. Tracing the slide of the UN into moral and political bankruptcy, Hazzard shows that the rise of Waldheim was no accident, a sharply critical study of the institutional culture of the UN Secretariat.
