Reading more than 1,100 Gestapo and 'special court' (Sondergericht) case files from three Rhineland communities, Krefeld, Cologne, and Bergheim, together with surveys and interviews of German perpetrators, Jewish survivors and ordinary Germans, Eric A. Johnson's revisionist study uncovers a police state more selective, and in some ways more limited, than the regime's own propaganda suggested: omnipresent for Jews, communists, and Jehovah's Witnesses, and other defined 'enemies'; far less so for ordinary Germans.
The book addresses central questions about Nazi terror, finding that repression was directed primarily at targeted minorities rather than uniformly distributed across German society.
